Almost as bizzare as Bush’s opec foohpah was Australian Prime Minister John Howard’s announcement of the “milestone” signing of the “Sydney Declaration on Climate Change, Energy Security, and Clean Development”
Reuters reported on The “Sydney APEC Leaders’ Declaration on Climate Change, Energy Security and Clean Development” by first stating that :
Asia-Pacific leaders agreed at a weekend summit to adopt a “long-term aspirational goal” to reduce greenhouse gas emissions.
Considering the APEC leaders oversee approximately 60% of Planet Earth’s economic wealth their unwillingness or inability to do anything about Global Warming with the wealth they oversee is rather alarming….”Long-term aspirational goals” is a very eloquent literary term but unfortunately immediate action is required to physically address Global Warming…

Here is a list of the main points:
CLIMATE CHANGE, ENERGY SECURITY AND CLEAN DEVELOPMENT
– APEC nations, including China and the United States, agree to work to achieve a common understanding on a long-term aspirational global emissions reduction goal to pave the way for an effective post-2012 international arrangement.
– Reaffirm commitment to the United Nations Framework Convention on Climate Change (UNFCCC). Post-Kyoto arrangement needs to reflect differences in economic and social conditions among economies.
ACTION AGENDA
– Work towards achieving an APEC-wide regional aspirational goal of a reduction in energy intensity of at least 25 percent by 2030, with 2005 as the base year.
– Work to achieve an APEC-wide aspirational goal of increasing forest cover in the region by at least 20 million hectares of all types of forests by 2020. If achieved, this would store about 1.4 billion tonnes of carbon, equal to 11 percent of annual global emissions in 2004.
– Set up Asia-Pacific networks to strengthen research on clean fossil fuels, renewable energy sources and forestry.

For those of you wondering what “Energy Intensity” could possibly mean….
Energy intensity refers to the amount of energy used to produce a unit of one dollar of gross domestic product (GDP).
Regarding the APEC leaders’ “Action Agenda” and their ” Work towards achieving an APEC-wide regional aspirational goal of a reduction in energy intensity of at least 25 percent by 2030, with 2005 as the base year” that is truly a statement about nothing…

About half of the mature tropical forests, between 750 to 800 million hectares of the original 1.5 to 1.6 billion hectares that once covered the planet have been felled.(source)
If the APEC leaders actually plant 20 million hectares of trees it somewhat pales in comparison to what has been chopped down but nonetheless would be a start. However this reforestation plan is merely an empty “aspiration”.
More importantly they should be putting and immediate stop to clear-cutting logging practices….At the very least in their own countries….Perhaps they could influence Brazil to stop chopping down the Amazon Rainforest….

Although not mentioned in any of the APEC leaders aspirational solutions to solve Global Warming rumor has it many Apec countries are contemplating building Nuclear Power Plants….
Russia is apparently building “Floating nuclear power stations”
Below are a few examples of the Russians expertise in building and maintaining Nuclear Power Plants….

The reactor disaster in Chernobyl took place on April 26, 1986. The reactor was encased as a temporary solution to secure the site for only 20-30 years.
